I wonder if it's possible to mandate guaranteed enrollment for health insurance but to allow the insurer to tailor the coverage to fit certain demographic groups. For example, you could create a geriatric package or a pediatric package or a catastrophic package for younger workers. By doing that, you could charge a premium that's reflective of the actual services rendered for a particular group.
I'm not sure this would have any advantage over simply allowing premiums to be calculated by age...
