Redistribution vs. Empowerment

Here's an interesting essay on populism. The thing that caught my eye on this was the implication that left-leaning flavors of populism equate wealth redistribution with empowerment of the powerless. I wonder if that's always true. You could theoretically empower the poor through increased transparency, but it requires a high level of education to be able to capitalize on the information that transparency affords.
